Electric Power Provider:
ED3
Power at Site: Currently on site, there is approximately 1MW available. Infrastructure upgrades are available up to 55MW.
- Option 1: 5-10 MW would require a 4-mile 12kV line extension: $600k.
- Option 2: 10-30 MW would require a 4-mile 69kV line extension and an additional substation: $7M & 3 years. The infrastructure upgrade could be potentially shared between other interested parties on a pro-rata basis.
- Option 3: 30-55 MW would require a 4-mile 69kV line extension and an additional substation w/two bays: $11M & 3 years. The infrastructure upgrade could be potentially shared between other interested parties on a pro-rata basis.
In addition, there are two choices to provide the power (a) have credit requirements such as a letter of credit from a financial instituion to secure additional power and transmission resources to the 20-55MW load subject to availability and pricing, or (b) Alternatively, the 20-55 MW could be served under our New Load Market Rate tariff where they would pay for the power, transmission, distribution, and ancillary services subject to the program rules.
Renewable energy certificates on a subscription scale of 25% to 100% of needs depending on desire and availability.
ED3 is increasing its renewable energy portfoilio from approximately 9% in 2023 to a target of 42% by 2026 as part of its 100 by 100 initiative which is development of 100 MW of nameplate solar capacity by ED3's 100th Anniversary in 2026.
ED3 collaborates with Orbitel on fiber when ED3 facilities are available.

Natural Gas Information:
Southwest Gas operates a significant natural gas distribution system in the Maricopa area, including a small high pressure main along Anderson Road. However, to serve most industrial loads, Southwest would need to reinforce the system. Midsize user would require 4-5 miles of line reinforcement. Large user would require 7-8 miles of line reinforcement - remove bottlenacks that serve the line, upsizing the pipe. 18-24 months for design, permitting, installation, Natural gas service onto the site would likely be extended from Southwest's high-pressure system. A system evaluation will be performed once the natural gas requirements of the project are provided to determine if any further system improvements will be required. Natural gas service would be extended in accordance with the Arizona Natural Gas Tariff.

Water/Wastewater Information:
Development is ~ 6 miles from closest current point of connection to water and sewer. Additional infrastructure will be required to provide water and sewer services. Water infrastructure may include water piping, storage and pumping. Sewer infrastructure may include piping, water reclamation facility and/or lift station. Planning, design and construction times is estimated to be 24 to 36 months. Currently site is supplied by canal irrigation.
Ceiling of water use is 2MD as long as 50% returns to system.
Don't forget about fire flow water needs. Can be raw water.
Property is within long term plan for 208 Permit (Clean Water Act) for wastewater. Detailed enginnering needed. Same process as Nikola. Special industrial contract for capital sharing process and process. Design, permit and build facility w/ 40% construction costs, customer pays 60%. Total process is 3 year process, 6-8 months plus 2 years construction. Facility could be located on Anderson Russell property.
Water service terminates about 2 miles away but in process of aquiring SLD easement to avoid AkChin property. Easement permitting nearly complete. May be easier to start up new water service on site - local solution may be better. Evaluation for best solution done through first 6-8 months analysis. Not currently required for 100 assured supply. Water rights are extinguished and relayed to Global Water.
$30-$40m total cost.
Water quality - sometime high aresenic and nitrates to be removed, higher hardness.
Canals on the property owned by MSIDD. May need to covert to underground service. Bureau of Reclamation (George Cairos consulting service) 12-18 months

Telecommunications Services:
High Speed Data (Internet) is fiber-direct meaning the connection is not shared with another entity. Symmetrical capabilities of up to 10G available. In addition, video and phone is available through Orbitel. There are two options for connectivity:
- Option 1 - construction of approximately 5 miles of plant costing $600,000. Timeline varies due to permitting, but estimate 7-12 months.
- Option 2 - fiber lease through ED3. Same span of plant, but additional recurring costs due to lease. NRC would be approximately $150,000 for cost of construction. Timeframe would mirror ED3's of 24 months.
